The memorial is clearly wrong. Davidson only served at Home for 139 days. Even if involved with the Inland Waterways & Docks R. E. (Transportation Branch), he would not adopt a Naval rank.

He enlisted as Sapper 1736 David Marshall Davidson, engine driver, age 35 born Avoch into the Royal Engineers (T.F) Durham Fortress at Gateshead on 30th September 1915. NOK was his mother Jane at 27 Dock St. Avoch.
He had previously served in the 1st Scottish Horse and held the Kings and Queeens SA medals and decorations.
He was discharged medically unfit for further service under KR from the 2nd/3rd Field Company Durham R.E. at Silkstone on 7th March 1916 to reside at 7 Dock St. Avoch.
There is nothing to indicate the reason he became unfit for service. However, there must have been a connection to allow him to be commemorated by CWGC.
It does not follow that he also qualifies for SNWM.

on 12 April 2019 the trustees of the Scottish national war memorial at the Edinburgh castle have accepted the name of Gdsm 6657 David Bain MacLennan, Scots Guards killed in action 14th Sept 1914 serving with the 1st Bn

It would appear that this Avoch War Memorial was unveiled on 15th September 1923 by Colonel A F Mackenzie CMG, MVO and dedicated by the Rev E J Brechin OBE ,BD
