Hi Paul
Welcome to the project. Each town/village memorial was set up independently and set their own rules for who would be listed. Please do not assume that a memorial and only one. That would almost be the exception.
Lots of men are commemorated on more than one memorial and some on none at all. Sometimes we find names on a memorial that we can prove did not die (one on my local one) and sometimes they commemorate the wrong man entirely.

Hello Paul,
Dundee Courier - Tuesday 15 May 1917
LOCHEE MILLWORKER FALLS.
Private John Leighton, Black Watch, also fell during the heavy fighting in April. Deceased, who was about 22 years of age, was in the Territorials when war broke out, and previous to mobilisation was a millworker with D. H. Fleming, Sons, & Co., Ltd., Lochee. He lodged with Mrs Bremer, 155 South Road, Lochee.
Unfortunately, the report doesn't provide any family info but his age may help re census data. I don't see him listed in any of the Lochee church RoH threads.
All the best with your research,
