Is this the same man twice on CWGC?

I can't find a d.c. on scotlandspeople for either or on SNWM.
Anne does have an entry in her RoH for one of them: "Wallis Herbert Sellars Deck Hand Mercantile Marine S.T "Cruiser" b Hull Age 17 Died At Sea 02-May-15 Son of Charles Wallis & the late Jane Wallis, 43 Charles St; Aberdeen. City Roll of Honour. Tower Hill Memorial, Mercantile Marine Memorial M. R. 39 City & St Andrews Ep"

I am looking into this. CWGC cannot commemorate him twice. I think the Tower Hill entry may be outdated

I have been looking over info and can't find Hertbert Wallace on CWGC or in City Roll of Honour either.

Hebert Wallis: There are slight address differences.
I noticed that 43 Charles St; Aberdeen was given.
Alexander Palmer's address is given as 77 Regent Quay.
