Glasgow Herald address is correct one. CWGC have it wrong. There is no Bannock Street in Killie - it is Tannock Street.

And there is also this who may be a relative (nothing to do with the Kilmarnock Memorial):
SNWM - Surname HAPPELL

Place of birth Dailly Ayrshire
Date of death 13 August 1916

Cemetery: CATERPILLAR VALLEY CEMETERY, LONGUEVAL
Additional Information:
Husband of Agnes Happell, of Main St., Dailly, Ayrshire.
James Happell is listed at Dailly.
...................................................................
Given the spelling on the Kilmarnock Panel (Happell) and the Dailly connection for both differently spelled surnames it appears to me that the Kilmarnock inscription is referring to the soldier the army records identify as William HAPPLE, Pte. 19021 RSF as above.
Maybe there is more information in newspaper accounts of the time to clear this up? _________________ Andrew.
