This memorial is within St. Ninian's Cathedral. I don't know if the school was originally attached to the cathedral or located somewhere else;

St Ninians Episcopal School was originally attached to the Cathedral and was situated on North Methven Street. The Gateway Centre now occupies the site. The present St Ninians Primary School is on Dunkeld Road, just about opposite the police station. It is in what used to be Balhousie Boys School and is no longer an Episcopal school which is probably why the memorial is now in the Cathedral.
