It's probably an old Scottish Horse Drill Hall.

The Post office female this week told me that this building was the Scottish Horse Memorial Hall and as it's not as often used by the public for "events " the Officials wanted to knock it down but the local residents have managed to save it from destruction as she said it's a Memorial Hall to the Scottish Horse for the Boer war of in this case 1900 - 1902 .
