From the inscription it looks like part of this building was given to the town in 1946 by the Kinross Market Company as a Town Hall for Kinross as a memorial for the Second World War. As a complex it also included a Carnegie library. They are now up for sale.
There are three buildings combined into one. Because the road is so narrow at this point I couldn't get a good shot of all three buildings in one.
This part, the former Library has the Polish Memorial
