Unclear if this was awarded for military service.

The grave is very hard to read due to so many letters being missing, but it states that John Denholm Maxwell is the son of A B Maxwell and Janet Strachan. It also states he died while a prisoner at Hamelin Hospital and was initially buried there before being reinterred.

No further information, although there is a John McLean on the Second World War panel of the Blantyre War Memorial. Unfortunately it does not give any additional information.
