Just had a quick look at the plaque after posting.
It seems Gunr. S. Campbell Nav Secret Service has been added later. I've not seen this type of entry before and can't get a match on the CWGC or SNWM!
Any thoughts here?

How about:

CAMPBELL, STEWART KIDD
Rank: Able Seaman
Regiment/Service: Mercantile Marine
Unit Text: S.S. "Sea Gull" (London)
Age: 19
Date of Death: 16/03/1918
Additional information: (Served as SHEPHERD). Son of John and Agnes Campbell, of 19, Leonard St., Perth. Born at Alyth, Scotland.
Casualty Type: Commonwealth War Dead
Memorial: TOWER HILL MEMORIAL

Note that he served under an assumed name.

I don't think this makes him Secret Service but the different name may point to something, and Scone is near Perth.
