Not exactly. You can obtain your own FOC, so can your spouse. Immediate next of kin have to pay a charge. You have to prove you are related to the individual concerned.

May be at the unveiling the Air Vice Marshall was -

Who retired and moved to Dunscore, Dumfriesshire in 1945.
He married Anne Patmore 1905-1984 who wrote book ' The Milk Lady at New Park Farm' - a Wartime Diary June 1943-Feb 1945.
Bernard and Anne had one son FO John McEntergart 1933-1955, Killed in flying accident. Both father and son remembered on family grave in New Dunscore Cemetery and on seat at entrance of the Cemetery.
Anne was artist, after husband and son died rented Dunscore house out until 1965 while she travelled abroad, painting and spent time in France. From 1965-1979 in Dunscore and painting around area, some of her paintings donated to Dumfries Museum; in 1979 sold house and moved to Appleby-in-Westmorland where she died in 1984.

Shall do more research to see if Bernard is man at unveiling.

The spouse can obtain the record, without charge, but only if they are a widow or widower.
The case under discussion in 2011 centred on a death in 1944 where I had assumed her parents, who could have obtained to record without charge, were also deceased, hence my reference to her " living NOK "
