I received a reply from Scotrail including the following:

"If you wish to take photographs of this memorial, may I suggest that you complete an application form for filming at stations? Although the form is for filming it will also include taking photographs. The application for can be found on our web site at the following link:
http://www.firstgroup.com/scotrail/content/home/VIEWnews.php?id=00000000100"

The reference seems to require 28 days notice but if I get the opportunity to visit Ayr again then I will contact the station manager direct I think.
