Unsure whether to post this as a Civic memorial or not, but I think it probably is Civic.
West Lothian Courier - Friday 27 January 1950- Marble War Memorial Tablet unveiled in the Dechmont Memorial Hall, commemorating three men and one women from the village who lost their lives in the Second World War.
No other information is currently available- WMR 85649.
This building now seems to be called the Dechmont Memorial Community Education Centre.
This at least suggests that the Hall itself may be the WW1 Memorial, although that has not yet been confirmed. I wonder if there is a dedication plaque or tablet |

I would agree this is a civic memorial.

Service Number: 628668
Royal Air Force
Son Of George and Mary, H More, of Dechmont, West Lothian, Scotland.
Died 26 December 1942
GRAHAMSTOWN NEW CEMETERY, South Africa.
