You need to do a bit more to provide official evidence of a non comm. The Morayshire Roll of Honour details alone are not acceptable, as some will certainly be listed whose death had no conection to war service.
I will check to see if any Navy info can be found and update here, but ultimatly his Death Certificate will be required if a case is possible.
It appears HMS Cyclops was a Depot Ship at Scapa during WW1, so he may have died on Orkney. He might well have worked there as a civilian telegraphist.

Delboy has kindly supplied the DC for Robertson which does not assist.
Mention is made of his being a telegraphist on HMS Cyclops, but nothing to support him being in the Royal Navy.
As advised already in post 2, I found nothing relating to Navy service. He may have been a civilian, Reservist, etc and would not qualify for CWGC due to dying of Anaemia / Influenza _________________ Jim
