I think the numbers alongside each name may refer to the plots in which these men are buried in St. Kentigern's Cemetery.

I looked up one of the names on the CWGC database
Name: McNEILL, JOSEPH
Initials: J
Nationality: United Kingdom
Rank: Private
Regiment/Service: Royal Inniskilling Fusiliers
Age: 25
Date of Death: 19/10/1916
Service No: 18584
Additional information: Son of George McNeill.
Casualty Type: Commonwealth War Dead
Grave/Memorial Reference: Screen Wall (V. 321. (Common)).
Cemetery: GLASGOW (ST. KENTIGERN'S) ROMAN CATHOLIC CEMETERY
The 321 on the wall matches the plot number on the database

St Kentigern’s Cemetery Memorial Inscription and Additional Details
UKNIWM Ref No 54353
This memorial lies in the centre of St Kentigern’s Cemetery, 951 Balmore Road, Glasgow, G23 5HA. It is approximately 300m into the cemetery from the small public gate on Balmore road. It lies at a crossroads of tarmac roads within the cemetery backed by trees.
Grid ref (at Balmore Road Gate): NS 581704
The memorial commemorates WW1
The momument is a memorial headstone with the main inscription below an incised cross which is flanked by panels of names of sailors and soldiers buried in the cemetery. The memorial is made of grey stone and is just less than 2m high and 2m wide. In front of the memorial is a low grey stone box filled with pebbles – presumably the effect is mimicking a grave.
