Garbutt is a borderline case.

From Terry Denham during correspondence:


Almost on the line this one but he will go forward. NAM may reject but I think it is just squeaking in.

Pre-existing TB = non-qualifying
Not caused by service
Note added re aggravated by service (reason for submission)
Death caused primarily by flu & pneumonia (non-qualifying as only a few days)
Mention of earlier heart condition may help
