there's a small part of me that feels the same, but I suspect that the culprits in this case would be young and unlikely to see over the dock (or to be old enough to be in it). probably more a case for social services. I have come around to thinking that friendly education is more likely to see our memorials given the respect they deserve into the future, at least I hope so.

Well said Paul. This is not likley to be malicious, its more down to ignorance and boredom.
Look at Mains War Memorial in Dundee. The biggest vandal there was the council which left it neglected for years, not the bored teenagers who had nothing else to do in the area.
Hopefully the approaching WW1 centenary will allow us the opportunity to educate as may people as possible about why the memorials are there.
