Private John Dougan (Canadians) is a bit of a mystery. There is a John Dougan named on Stranraer Burgh WM and Julia MacDonald, in "The Faithful, the Fallen and the Forgotten" identifies him as 10782 Pte John Dougan, 1st Bn HLI, killed in action 18/1/1916. However, a search of the Canadian Great War Project comes up with Private John Dougan, 552269, 13th Reg, Canadian Mounted Rifles, who was born in Stranraer and whose next of kin were living in Galston, Ayr. This man is not named on CWGC and the Canadian records have him as "Likely survived". So, possibly a mistake on the memorial.

Edit: with thanks to Ken Morrison who has traced John Dougan's full military record in the Canadian archives. He was demobilised on 11/7/1919. He also served in WW2 from 1941 to 1945.
