I have managed to find out most details about Lieutenant Charles Edward Stuart MacKenzie who is on the Fort William War Memorial but not listed by the CWGC.
They say that they only include people on the lists supplied at the end of WWI.
His death record says he died of Endemic Fever, he was serving in Rangoon Port Defence Volunteers at the time,
I have given the local archive and his old school a copy of the details in case anyone ever looks into him in the future.

CWGC can only include those who qualify as war dead up to 31st August 1921.
Can you e-mail me your details of this man and when he died to check into further? I notice he is listed as Rangoon R.D.C. on the memorial. R.D.C. was the Royal Defence Corps and served at Home only. It might be the Unit on the memorial is wrong. This is not unusual.

The Scottish National War Memorial at the Castle Edinburgh may add his name to the Roll of Honour if you write to the Secretary .

The Secretary is still a serving officer Lt Col Ian Shepherd . He is very helpful .

Like CWGC, he will only be added to The Scottish National War Memorial rolls if he qualifies. Their criteria is totally different to CWGC and relates to Scots units, being Scots born, etc.
Thus far, we do not know when he actually died. That he is named on the Fort William memorial will not affect their decision.
Although Lt Col. Shepherd is helpful, for new additions the Trustees are now insisting on service records , death certificates, etc submitted by the immediate NOK.
I do not agree, but that is their current position.

I sent his details to the EMail address at the website you gave earlier.
He was born in Fort William - his father was Provost for a time.
He died in Rangoon - I have his death record
He is buried in Rangoon - I have a copy of the page in the book on European burials in Burma.
He was a member of the Rangoon Port Volunteers - name in army list.

He might be eligible for CWGC if the DC confirms him as a serving officer.
If born at Fort William, as a Scot he should qualify for SNWM ( the regiment would not ) provided he:
| Quote: | | " died (except as a result of suicide) as a result of a wound, injury or disease sustained (a) in a theatre of operations for which a medal has been or is awarded; or (b) whilst on duty in aid of the Civil Power." |

Given Jim's passing I don't know if this was progressed or if he didn't qualify. I can't find any entry on the CWGC or SNWM which matches what is here.
