The news today about council tax levels being frozen made me wonder how this would effect local war memorials. I don't want to get into a political discussion since this isn't the place but if cuts have to be made to balance the books then war memorials will probably come pretty far down any list after education, health care, bin collections etc..
With that in mind do we know who to contact in an area if we have concerns about the state of a civic memorial?
There are currently 32 Unitary Authorities and 3 Island Authorities. We should make up a list of who is responsibe in each area. In authorities such as Highland and Scottish Borders that might be devolved down to the local districts.
I'm sure most authorities will have a webpage with a contact name or number. Can we update them here.

You can't find war memorials on Edinburgh Council's A-Z but they are covered by The City of Edinburgh Museums Conservation Service. It looks like they have The 'Adopt a Monument' scheme to offoad some work to volunteers.
http://www.edinburgh.gov.uk/internet/a-z/AZ_monuments
Monuments
The City of Edinburgh Council cares for nearly 200 statues, monuments and memorials, which commemorate noteworthy people and events in history.
The most prominent are the Scott Monument on Princes Street and the Nelson Monument on Calton Hill, which you can climb and enjoy a panoramic view over the city and surrounding area.
The City of Edinburgh Museums Conservation Service cares for others including Greyfriars Bobby, the Ross Fountain and many other less well-known monuments.
The 'Adopt a Monument' scheme encourages concerned citizens, communities and businesses to help care for their local landmark. To find out more about the monuments, or to report damage to them, visit the Monuments web pages.

I can't find anything about war memorials or monuments in the Glasgow City Council's website A-Z
From David McNay:
The department with responsibility for maintaining Public Memorial is
Land & Environmental Services,
231 George Street,
Glasgow.
The Executive Director is Robert Booth. The Officer I have dealt with regarding memorials is Kenny Boyle. He has taken the lead in establishing the two new memorials in Glasgow in recent years.

Nothing on Aberdeenshire Council's A-Z about who is responsible for war memorials but the Archaeology Department is recording all Aberdeenshire's memorials as a project. More details here:

I couldn't find anything in Angus council's A-Z but when doing a search on War memorials I found these figures for their spending on war memorial maintenance for the financial year 2006 / 2007
ANGUS COUNCIL
CORPORATE SERVICES COMMITTEE - 31 JANUARY 2008
REPORT BY THE DIRECTOR OF CORPORATE SERVICES
PROPERTY MAINTENANCE END OF YEAR REPORT 2006/2007
MZ Upkeep of War Memorials
Planned Maintenance Spend: £10,984
Unplanned Maintenance Spend: £271
Total Spend: £11,255
Budget 2006/2007: £14,000
Spend %: 80%
Looking at other budget reports for war memorials maintenance in Angus the previous year 75% was spent and the year before that 105%. Each year the allocation was £14,000.
I eventually did find who is responsible for War memorials though by trawling through a search on the website.

I have a contact in Glasgow City Council - I'll ask him for the details of who is responsible. It's probably Parks and Recreation.
For South Lanarkshire they seem to come under Bereavement Services:
Name: Bereavement Services
Phone: 01698 717878
Email: bereavement.services@southlanarkshire.gov.uk
I know that the man in charge of Cemeteries for South Lanarkshire is Bill Stanley. He might be a useful point of contact:
Phone 01698 717818
Fax 01698 717821
Email william.stanley@southlanarkshire.gov.uk |
