sorry if this is a rookie question..............

Does anyone know what the criteria is for civilians being given a war grave? (particularly WW2 era).

I was thinking of the Hamilton family in Dundrennan who have war grave status although they were killed by 'one of ours' in an accident. Presumably those killed in the Clydebank Blitz and the Gretna bombing who were killed by enemy action will be war graves, but if it was an accident and the civilians were not directly involved in war work, what were the guidelines? No great import, just curious.
